True Nature of the Murders *SPOILERS*[]
It is later revealed that the true perpetrators behind the murders were Serika Onoe and Wataru Sakuma, though it's not known how many other people were involved besides Shinji and Sakuma's doctor friend.
Serika Onoe wanted everything to be like the New Generation Madness of 2009 so that she could fulfill Takuru Miyashiro's wish to solve a murder mystery, give him something he wants to do, and help him do it. Serika wanted Takuru to experience what Takumi Nishijou went through: drown in despair, get accused of the murders, collect the right information, and shove the right information in the wrong-siders' faces to prove your innocence and become the coolest, ultimate right-sider. Serika would place clues like the dates matching with the 2009 New Gen killings and the Sumo Stickers left behind the crime scenes. Everything was for Takuru to solve like a game of his own.
Wataru would come up with the gruesome methods of killings to test his artificial gigalomaniac device with mind-control. Wataru enjoys researching gigalomaniacs, so psychics around Shibuya were the ones targeted. What Wataru really wanted from Serika was to awaken Takuru's true gigalomaniac abilities, try out Shuuichi's method of torture on Takuru and research Takuru's true gigalomaniac powers.
Although Serika is aware of how dangerous Wataru's artificial gigalomaniac device is, she threatens him not to get too carried away with how he treats Takuru or and not to ever dare to kill him. The two agreed to cooperate and help each in their crimes. However, Serika was suspicious of Wataru so she also went into the theatre. Wataru mind-controlled her for invading his space, and had her try to kill Takuru in her own delusion. Takuru killed Serika in her delusion, but then Wataru removed the mind-control and revealed himself.
Takuru was able to beat Sakuma by trapping them inside a delusion while also being trapped in Takuru's delusion, which would trick Sakuma into thinking that Takuru escaped his own delusion to confuse Sakuma. This gave Takuru the opportunity to break Sakuma's device. Takuru was then able to use his DI-Sword and kill him.
Serika planned that Takuru would be able to kill Wataru and then Serika would knock Takuru out similar to the love hotel incident. Takuru would be arrested, but suddenly evidence would come out that Wataru was the real killer, and Takuru would become a hero, like Takumi Nishijou. Although Takuru Miyashiro could've proved his innocence like Takumi Nishijou, Takuru was not going to let himself give Serika what she wanted. Takuru proposed that he would use his gigalomaniac powers to turn Serika into a normal girl, without her powers or any memory of him or the killings. Serika resisted but lost, and Takuru Miyashiro was arrested.
