Known as the “All-Seeing Eye of God”, this is one of the symbols commonly associated with the Committee of 300 by conspiracy theorists
The Committee of 300 (300人委員会, 300-nin iinkai), also known as The Illuminati, The Olympians, Hidden Hand, and various other names, is a secret society with 300 members in it worldwide, which for over a century has plotted world domination, with the goal of a one-world government, also known as the Human Domestication Project or the New World Order, and is the central antagonist of the Science Adventure Series.
It is partly based on the real life conspiracy theory by John Coleman about a group called the Committee of 300, which he also calls The Olympians, as well as Hidden Hand. It is also partly based on the real life conspiracy theory about The Illuminati and the New World Order.
According to John Coleman’s 1991 book Conspirators’ Hierarchy: The Story of the Committee of 300, available as a free PDF eBook on the CIA website as part of a collection of books found at Osama bin Laden’s hideout in Abbottabad, Pakistan, the committee seeks to cull the global human population into a smaller world united under one government.
Serika Onoe started hunting down Gigalomaniacs with Wataru Sakuma to reincarnate the New Generation Madness as a game for Takuru Miyashiro and to get Sakuma to continue his research with gigalomaniacs with his new artificial gigalomaniac device. This did not stop Shuuichi Wakui plans to propose a "One World Order" system on Shibuya.
During Kazuki's route, Shibuya became infested with monsters that came alive from ESO2, when Takuru and Hana try to get advice from one of Hana's ESO2 guild members, Lightning-Fast Neidhardt (Takumi Nishijou) reveales that Wakui is employed by the committee as an assassin to kill Takuru Miyashiro and Hana Kazuki. Wakui warned Takuru and Hana that they are designated by the committee as an enemy of the world and that they are tracked in every their movement.
This is a list of crimes and other activity committed or instigated by the Committee of 300 only for ChäoS;HEAd and ChäoS;Child, feel free to correct errors and contribute. If adding a crime portrayed in the visual novels that was negated by the main route and therefore not canon to the overall storyline, please, include a note stating it as such.

Around early 2000's[]
The Ir2 equation on Original Takumi’s grade school essay is discovered by the researcher Issei Hatano of N.O.Z.O.M.I., and its potential is recognized for Project Noah.
N.O.Z.O.M.I. (Noah Organization Of Medical Instruments), with the support of the Cosmic Church of the Divine Light and the Meiwa Political Party, begins torturing kidnapped victims in order to awaken them as gigalomaniacs under the guise of the AHM: Ark Heart Medical Group facility as part of their Project Noah.
AH Tokyo General Hospital is one of the location of the facilities.
Issei Hatano's youngest daughter, Mana, has become a mummy, and his wife goes insane and commits suicide upon being released from the delusion of living happily with her, and Issei Hatano leaves N.O.Z.O.M.I.
Orihara Kozue meets Hatano who became a homeless man in Shibuya carrying a warning sign about the world ending.
Hazuki Shino and Mamoru Suwa commit the New Generation serial killings to pressure the delusionary Takumi Nishijou in order to awaken him as a Gigalomaniac as well as cover the tracks of N.O.Z.O.M.I.’s experiments with the GE rates.
As part of Project Noah’s GE rate experiments, the first, second, and third melts are induced, each causing more deaths than the last. The Meiwa Party puts pressure on the media to cease reporting about the sky turning white during the second melt and to emphasize it as nothing but a natural disaster.
Porters are sent throughout Shibuya in order to induce melts as well as conduct other experiments. Sena also roams around Shibuya to hunt the porters down while hunting down her father.
Shortly after the second melt, Nanami Nishijou is kidnapped, and her right hand is chopped off and delivered to the delusionary Takumi Nishijou in a box, in order to awaken her as a Gigalomaniac and pressure the delusionary Takumi Nishijou. Rimi Sakihata is captured while trying to rescue her.
An email was sent to Neidhardt Nishijou Takumi about going to the roof of O-Front. A package was also placed in Takumi's base with Nanami's hand inside.
Mamoru Suwa failed to awakened Delusionary Takumi Nishijou as a Gigalomaniac and ran away leaving behind his Darth Spider Helmet. (1st attempt on the roof of O-Front)
Sena learns of Hatano existence in Shibuya from Orihara.
After the third melt, having deemed Kouzou Inohana of The Meiwa Party and Yuudai Kuramochi of Cosmic Church of the Divine Light to be of no further use to him, Gen'ichi Norose of N.O.Z.O.M.I. deludes them into killing each other, while plotting to take over the world himself using the Noah II, cutting the Committee of 300 out of the picture.
N.O.Z.O.M.I. is dealt the destruction of the Noah II when Gen'ichi Norose is killed by the delusionary Takumi Nishijou, putting an end to Project Noah, which had deviated from the Committee’s plans due to the rebellion its 3 ringleaders had against the Committee of 300.
Wataru Sakuma, one of the researcher for Gigalomaniacs for Noah II was kicked out of the committee but was left with Noah II's terminal.

The New Generation Murders are written off in the media as being perpetrated by an unnamed 25 year old man who perished immediately after arrest in the "earthquake" in Shibuya that was the Third Melt.
Kunosato discover that Viktor Chondria University and Coleman Institute has close ties with the Committee of 300 and much of its scientific research is done to help further the Committee's various projects, in particular the human experiments for Gigalomaniacs.
Secret experiments at the Coleman Institute are supposed to make it easier for the children to see their Di-Sword.
Beth and Jake, two childrens from the Coleman Institute, died during one of the Committee experiment.

Shuuichi Wakui was in charge of Hekiho Academy to keep watch of chaos child syndrome patients. it is unknown whether Shuuichi Wakui became the newspaper club's advisor knowing that most of the members were gigalomaniacs. (needs confirmation)

2015[]
Shuuichi Wakui asked the higher-ups in the Committee to put the cleanup of the irregularities in Shibuya on hold. Wakui wanted to experiment how a "One World Order" system would look like in Shibuya using the delusion synchronization in chaos child syndrome patients.
Serika Onoe started hunting down Gigalomaniacs with Wataru Sakuma to reincarnate the New Generation Madness as a game for Takuru Miyashiro and to get Sakuma to continue his research with gigalomaniacs with his new artificial gigalomaniac device. This did not affect Wakui plans for a "One World Order" system in Shibuya.
Shinji Itou was mind-controlled to join in Serika's game for Takuru and went under the name as Ed Lucas (Edward Theodore Gein + Henry Lee Lucas) and Amy.
Takuru Miyashiro, Shinji Itou, Serika Onoe and Mio Kunosato sneaked into the basement in AH Tokyo General Hospital and found data containing information about gigalomaniac experimentations. Kunosato managed to memorised most of the data stored in a stand-alone computer. However, they were still traced from somewhere or someone.
Wakui erased all of the schematics and data in the hospital basement. AH Tokyo General Hospital would still be able to operate because of this.
Takuru indirectly ruined Shuuichi Wakui plans for a "One World Order" system in Shibuya.
Shinji Itou was mind-controlled to kill Yui Tachibana and was sent to the hospital for brain damage. Itou would remain as a person of interest of the return of the new generation madness. (Additional info)
Takuru fought with Sakuma, while Sakuma uses an artificial gigalomaniac device. Takuru killed Sakuma.
A secret room in Hekiho Academy was found where different surveillanced area can be monitored. Kunosato extracted an image from Takuru's brainwaves and planned to use it in a way as a cure for chaos child syndrome.
Wakui and Takuru made a bet if Takuru ever awakens back into a Gigalomaniac, Wakui can use Takuru however he likes.

Wakui called Kunosato under Shinjou's phone number and told her to meet him in a room at AH Tokyo General Hospital. It was a trap by Wakui, claiming that he can alter the principle of causality of when the third melt occured using a fifteen year old girl in the hospital room who has yet to be cured from chaos child syndrome and has tremendous amount of gigalomaniac powers. Kunosato along with the rest of the newspaper club got trapped in a delusion sync. Wakui wanted to live in peace alongside the committee of 300 and win the bet to awake Takuru as a gigalomaniac again.
2015 October[]
Kunosato noticed the inconsistencies in the delusion sync world and figured out how to return back to reality. Kunosato cornered Wakui using a Di-Sword replica and told Wakui that she knew that altering the principle of causality is impossible and that Wakui was lying from the start. Kunosato battled with Wakui with the help of an artificial gigalomaniac device like the one Sakuma was using. Kunosato beat Wakui using mind-control. Wakui became upset that he underestimated Kunosato and retreated with his injuries. Wakui's plans failed once again.
2016 March[]
Kunosato and the rest of the newspaper club woken up from the delusion sync but everyone will remember the events that took place in each of their dreams of that world. (Additional info)

It is not always clear whether certain groups and characters are true members of the Committee of 300, are simply hired help, or are coerced or otherwise forced to do the Committee’s bidding.

Serika Onoe (Chaos;Child): Have unknown relations with Committee of 300, but is shown to have close contact with Shuuichi Wakui and knowledge of the Committee of 300.
The excellent Science Adventure Series fan translation group Committee of Zero has the website address sonome.dareno.me, the Romaji spelling of “Whose eyes are those eyes?”, and its name is a reference to both the Committee of 300 and Steins;Gate 0.
